Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Accounting Administrator II, the incumbent is required to have in-depth knowledge of the financial reporting requirements of multiple funding sources and types; the Financial Information System for California (FI$CAL); the preparation of the Annual Year End Budgetary Legal Financial Reports, the Generally Accepted Accounting Principle (GAAP) and Governmental Accounting Standards Board (GASB) requirements; ability to independently analyze existing policies, procedures, and automated accounting and fiscal systems to implement and meet current business needs; provide trainings and assistance to departmental staff on FI$CAL system related transactions. The incumbent will also perform a variety of complex general ledger special project tasks.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and Experience with the State Accounting process, including FI$Cal system and configurations.
• MEC and YEC experience using any accounting system or Fi$Cal.
• Strong time management skills to complete tasks and meet deadlines regularly.
• Experience training others, serve as a Lead over a program, and/or supervisory duties.
• Excellent written and oral communication skills.
• Ability to work independently and as part of a team.
• Initiative to research and resolve complex accounting issues.
• Ability to make recommendations to management using data and data-driven decision making.
• Knowledge of Month- End Close and Year-End Close.
• Year-End Financial Reporting Experience.
• Experience with preparation of Year End Financial Reports.
• Generally Accepted Accounting Principles (GAAP) Experience.
• General Ledger and Federal Fund experience.
• Strong reconciliation skills and experience analyzing large data sets.
• Strong Personal Computer (PC) knowledge, including experience with Word, Excel, and accounting databases.
• Ability to effectively deal with Internal customers, external clients and governmental agencies.
• Experience working with Control Agencies such as DOF, STO, SCO, DGS, and FI$Cal.
• Complete special projects in support of the Accounting Branch and Accounting Systems with short notice.
• Develop written desk procedures including analysis of State policies and procedures, such as SAM, Government Code, Management Memos, and FI$Cal requirements.
• Assist with analyzing and submitting requests to FI$Cal to move Remaining Spending Authority (RSA) between Budget Periods for bond fund continuous appropriations.
• Performed Research and Analysis, and Present Findings and recommendations.
• Experience with Microsoft Software.
• Served in a Lead capacity or special projects.

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. Cover letters and resumes do not take the place of the SOQ. When completing the SOQ, number your responses, include all relevant experience, education, and training, as applicable, and explain all answers thoroughly.  Your SOQ should not exceed two pages, single-spaced, Arial 12-point font and address the following:

1. Please describe all relevant experience with General Ledger, Clearing Account reconciliation, Governmental and Federal Fund Reconciliation.

2. Please describe your knowledge and experience with Year-End Financial Reporting using the FI$Cal system or any accounting system.
